Small Business Participation In Government Contracts

Bello & Bello is honored with the renewal of its Small Business Enterprise (SBE) Certification thru the Miami-Dade County Small Business Development (SBD) Program. Since 2016, B&B has been certified as a county approved vendor for land surveying services in the Goods and Services and  Architectural and Engineering trades.

B&B is certified in the following A&E Technical Categories:

  • TC 15.01 Surveying and Mapping
  • TC 15.02 Aerial Photogrammetry
  • TC 15.03 Underground Utility Location
  • TC 15.04 Hydrographic Surveys

SBD has been essential in our business growth, and our chances to serve our community has expanded broadly. We are deeply grateful for the continuous support and training provided by the SBD/ISD  team, and for the opportunities that we have capitalized during these years.

As explained in MDC Internal Services Department website, SBD is a unit of the Office of the Mayor,  responsible for the administration of Miami-Dade County’s Small Business Enterprise and the Wage and Workforce Programs. Additionally, SBD is responsible for the County’s Debarment, Cone of Silence, Selection Committee Formations, Change Order Coordination Process, Anti-Discrimination Ordinance, Prompt Payment Ordinance, Equitable Distribution Program, and Miscellaneous Construction Contracts Program as mandated by County Code, implementing orders, and federal regulations.

There were approximately 1,755 firms certified in the Small Business Enterprise Programs during fiscal year 2022-23. Over $2.2 billion was paid in 2023 on County projects within the three contracting industries of Architectural & Engineering (A&E), Construction (CON), and Goods & Services (G&S).   As a result of SBD’s efforts in applying small business measures, 20 percent or over $455 million was paid to certified small businesses.  Of which $33 million went to SBE A&E, $256 million went to SBE CON, and $166 million went to SBE G&S.

Millimeter-Level Accuracy Construction Settlement Monitoring

Effective settlement monitoring is crucial in maintaining infrastructure’s structural integrity performance, and safety.

During the Micro-Tunneling installation of a portion of approximately 10, 908 LF of a 36” DIP Water Main along NW 106th Street, in the Town of Medley, commissioned by Miami-Dade Water & Sewer Dept. (WASD), B&B was responsible for monitoring the site, while large diameter water main pipe was being installed across an active 100 Ft Wide Florida East Coast (FEC) Right of Way. B&B prepared and executed a Settlement Monitoring Plan, set eight (8) Project Control Points, performed daily observations, calculated precision, and carefully analyzed survey data to ensure that the subsurface excavations did not disrupt or damage the railroad tracks and nearby structures.

B&B provided all the surveying related services associated with this installation that combined open cut and trenchless technologies (micro tunneling and directional boring). We have carefully coordinated with the site contractor the night shifts schedules, responses to emergencies, and addressing the challenges that a project of this magnitude generated, complying with design plans, and minimizing risks and ensuring safety.

Additional services provided for this project included pre and post construction surveys, geodetic control, Base Line and stationing establishment, pipeline and fittings lay outs, documenting and as built the entire installation, and timely submitting deliverables and reports.

New ASPRS Positional Accuracy Standards. Introduction of “3-Dimensional Positional Accuracy.

David B. Toyos, B&B Geomatics Director, offers a seminar explaining the new ASPRS (American Society for Photogrammetry and Remote Sensing) Positional Accuracy Standards for Digital Geospatial Data, Edition 2, approved by the ASPRS Board of Directors on August 23, 2023.

In addition to a solid understanding of surveying principles, methodologies and laws governing the profession, surveyors must stay updated with latest technology and industry standards.

As leading providers of digital mapping, geospatial data sets, three-dimensional models, lidar products, and digital twins for various engineering and planning applications, our technical staff is on top of new developments in sensors, technologies, and industry practices that impact the quality, accuracy and effectiveness of our solutions.

Mr. Toyos presented an overview of Edition 2, reemphasizing that “the RMSE (Root Mean Square Error) is still, a straightforward accuracy measure that is easy to understand and compute”.

Edition 2 was developed by community consensus, with specialists from private companies, public agencies, and academia contributing to its development. For the first time, four state departments of transportation contributed to these standards. This paradigm of participation was created to expand the standards to the wider community of mapping, remote sensing, and engineering practices.
