
Odalys C. Bello, PSM, CFM, BSc.

Ms. Odalys C Bello is a seasoned surveyor with more than 30 years of experience in almost every phase of surveying, in commercial and residential projects, from basic to geospatial, and for private sector clients, local, and federal government agencies. Holding state certifications as a registered PLS/PSM and as a Certified Floodplain Manager (CFM), she is the Technical Qualifier, Principal in Charge and President of the firm.
She graduated in 1991 from the Siberian State Academy of Geodesy, Cartography and Remote Sensing, in Novosibirsk, Russia as a Photogrammetric Engineer (the equivalent of a bachelor’s degree in Land Surveying and Mapping), and with a Master of Science in Engineering.
Odalys began surveying as a rodman, climbing fences, hammering stakes and hand drafting sketches overnight. In 2001, she became the 70th woman to be certified as a Florida Professional Land Surveyor and Mapper, and in 2002, along with her sister, Kenia Bello, she founded Bello and Bello Land Surveying Corp., becoming probably the first 100% women, Hispanic owned land surveying firms in the State of Florida. The Bello sisters introduced dynamism, enthusiasm and passion for this profession, and transformed what began as a family business, into a full-service, multidisciplinary land surveying and consulting firm, with more than 30 professional staff and associates.
Ms. Bello has a strong background as a surveyor for Water, Wastewater collection and transmission systems. From 2009 to 2015 she worked as the Land Surveyor Manager of the Utility Development and Damage Prevention Section of the Miami-Dade County Water and Sewer Department (WASD), the largest water and Sewer utility in the southeastern United States. In that capacity, Ms. Bello supervised a staff of over 30 engineers and technicians and was responsible for the review and approval of an average of 700 Donation As-Builts per year, review and approval Utility WASD Easements, Road Closings and Vacation Petitions, and handling an average of 240 Sunshine One Call (811) SSOCOF Locate Tickets per day, ensuring compliance with local and state regulations.
Odalys is responsible for maintaining the technical requirements of the company, for staff and technical resources adequacy, adherence to contractual obligations, compliance with surveying standards, and with statutory and regulatory agencies requirements. Besides her managerial duties, she is still a “hands-on” surveyor, and parallel to her extensive surveying experience, she brings an extraordinary ability to collaborate closely with clients, and to grasp inconspicuous projects specifics for recommending the most advanced, safe, and cost-effective technology to meet budget and schedule constraints, without sacrificing quality and accuracy of the survey work.
